Strikes: Paralyze the System
When the governments or administration fails to meet the legitimate/or otherwise the demands put up by the aggrieved, strikes at work or service is resorted to put pressure on it. One is alarmed at the fact that any group of persons can put the public to inconvenience and paralyze the system by holding a strike through the association they are attached with.
What happens when Doctors go on strike? They put the humanity to misery. When the docs are on strike, they remain mute spectators and wait for announcements that the Government has conceded to their demands. The Patients suffer meanwhile. They pay no heed to their ethical oath to serve the patients and save lives. Attendants of the patients also suffer as much as the patient does.
Recently School Bus Operators went on strike to protest some of the regulations put by the Chandigarh Administration on them. Administration suggested that installing speed governors in the buses is required to ensure safety of the schoolchildren. Administration allowed Opportunities/extensions for installing speed governors in the buses to the operators who failed to get these installed by the fixed date.
When the administration insisted that the speed governors be put or be off the roads. Association of school bus operators went on strike. This resulted in great inconvenience to the parents. One school announced its closure on Day One of the strike. The others failed to address to the situation.
Parents had to drop and pick back their wards from respective schools. The anxiety of the parents to drop children at right time led to Jams on the roads. 80000 thousand children studying in Chandigarh Schools from the tricity were in a way put to ransom both by the administration and the association of school bus operators. Hon’ble Punjab and Haryana High Court took cognizance of the issue and issued notices to the operators and the Administration.
Bus operators were adamant in continuing the strike till their demands in regard to lowering of permit fees on the buses, phasingof the buses to be extended from 15 years, as fixed by the administration, extension in time to install speed governors etc.
While the administration came out with statistics that the revised fee would affect a very small percentage of buses, the operators were in no mood to relent enhancing the parent’s anxiety. Bus operators appealed to parents to bear with them as they are drawing meager earnings and find it hard to install speed governors, which cost somewhere Rs. 15000/- each. After all, they also need earnings to fend for their families.
Arguments apart, one is at a loss to understand why the administration preferred to direct the bus operators on the requirement of the speed governors. The Bus operators are in bilateral agreements with the schools. The administration should better have instructed the school authorities of the need to put these in the buses. Administration should have asked the School authorities to ensure implementation of its rules rather than approaching the operators direct.
Though the operators have called off the strike yet one has still to ponder as to the legitimacy of the strikes in the context of welfare. The moot questions are whether we can allow people to put to ransom by such strikes. Doctors go on strike paralyzing the working of the hospitals, school bus operators going on strike to paralyze the work system of the residents,
In addition, the administrations invariably always remain seized, in advance, of the problems of the people who resort to strikes. We can avoid draining of time while negotiations between the administration and strikers are underway by taking care of problems that leads to strike in advance.
